The Missouri Linked Deposit Program partners with lenders to provide low-interest loans to help create and retain
Missouri jobs, expand the economy and strengthen communities statewide.
IMPORTANT NOTICE
Effective April 21, 2011, Treasurer Clint Zweifel
has adopted the HELP system – the Harmed-area Emergency Loan Priority system – to expedite
Missouri Linked Deposit Program loan approvals. Borrowers in counties determined to have been
impacted by disasters will receive 24-hour approval of completed applications.

The Missouri Linked Deposit Program for Alternative Energy provides low-interest loans to stimulate alternative energy growth and
development. Eligibility guidelines have expanded to make loans available to:
- Businesses producing energy or fuel for sale or for their own use.
- Consumers purchasing, installing or constructing equipment that produces alternative energy, such as solar panels or wind facilities.
Business Programs
Eligibility

A business enterprise engaged in the production and sale or use of fuel or power from energy sources other than fossil
fuels, including, but not limited to solar, hydroelectric, wind and qualified biomass.

Headquartered in Missouri.
-
Maintains operations and transacts business in Missouri.
-
Borrower is organized for profit.
-
Project is located in Missouri.
-
Have obtained necessary local and state regulatory approval(s) for project.
-
Does not currently owe any unpaid, non-protested taxes to the State of Missouri or any political subdivision.

Business has no unresolved environmental compliance issues with the Missouri Department of Natural Resources.
Loan Usage
Alternative energy operation loan proceeds may be used for the following operating expenses:

Inventory
-
Rent, utilities, insurance or taxes
-
Professional fees
-
Equipment purchase, rental or lease
-
Renovations, repairs, and maintenance of equipment and facilities

Purchase of land and buildings
Consumer Programs
Eligibility
-
A resident of Missouri and at least 18 years of age.

Project is located in Missouri.

Individual does not currently owe any unpaid, non-protested taxes to the State of Missouri or any political subdivision.
Loan Usage
Alternative energy consumer loan proceeds may be used for the following:

Purchase, installation or construction of facilities or equipment related to the production of fuel or power from energy
sources other than fossil fuels

Examples: Purchase and installation of solar panels, purchase of wind-generating power unit and qualified biomass projects
