The Missouri State Treasurer's Office is only the custodian of the fund and invests the money in the Treasury. The Treasurer’s Office does not appropriate or spend monies out of these funds, and we have no control
over the spending authority granted to agencies by the Legislature. Budget decisions about how much money can be spent from a fund are made as part of the State’s budget, which the State Legislature passes and the Governor signs.
For questions like these, you will need to contact the agency administering the fund. The fund administrator may be named in the statutory section creating the fund, or it may be inferred from the fund name. You may also look at the statutory chapter heading to determine what agency may administer the fund.

- Disbursements are payments made from the fund as authorized by law. These payments are processed through the State accounting system and are made in the form of checks or electronic fund transfers.

- Most funds are created in statute by the General Assembly, though some may be noted as administratively created when the fund is created through an appropriations bill and has no Constitutional or statutory section defining the fund. Funds are established to control restricted and designated resources and to ensure and demonstrate compliance with legal and administrative requirements.

- Funds noted as administratively created were created through an appropriations bill and have no Constitutional or Statutory section defining the fund however, the fund purpose may be derived from the description of the program in statute.
Why is fund “ABC” listed in the Fund Description document, but not on the Monthly Fund Activity Report?
- The Missouri State Treasurer’s Office only reflects funds on the activity report which have had cash activity. Until the fund has had a receipt or a transfer in posted to it, it will not appear on the monthly fund activity report. Additionally, if a previously active fund has been spent down to zero, the fund will not appear on the report if the fund had no activity during the period.
